A missing-asset report is the wrong time to decide who checks the assignment, who calls the yard, what “last location” means, or when a vendor should become involved. A written response workflow turns scattered clues into a controlled investigation.
Tracking can improve the information available to that investigation. It does not guarantee current location or recovery. Technology performance, assignment quality, reporting age, environment, and operating process all affect the evidence. The examples in this guide are representative operational scenarios, not customer results.
Define what triggers the workflow
“Missing” should describe a verified discrepancy, not simply an old tracker event. A trigger may begin when an asset cannot be found at its expected yard position, a pickup or delivery record conflicts with physical evidence, a transfer exceeds its expected arrival window, a customer or field team reports an issue, or a high-risk movement violates an operating rule.
Create intake fields for asset ID, reporter, time, expected status and location, reason for concern, order or transfer references, and any immediate safety or legal considerations. Assign a coordinator at the start. Parallel calls without a shared log can produce duplicated effort and contradictory updates.
Verify tracker-to-asset assignment first
Before using a map point, prove that the reporting device was assigned to the physical asset during the relevant period. Compare the asset ID, device serial or network ID, installation timestamp, mounting photos, replacement history, and any recent maintenance work.
Look for common conflicts: a replacement that never closed the old assignment, a device reissued to another asset, transposed digits, renumbered equipment, or a platform record that differs from the fleet system. If the relationship cannot be confirmed, label tracker evidence accordingly. Do not allow an uncertain assignment to direct field staff to the wrong asset or location.
Interpret the last-known location
Record the last accepted observation, timestamp, source, accuracy or confidence information where available, and the age of that record when the incident began. Then ask whether the evidence fits the asset's expected route, yard, customer site, or maintenance history.
Location evidence has limits. GPS.gov explains that user accuracy can be affected by signal blockage, reflected signals, atmospheric conditions, satellite geometry, and receiver design. In Hubble Network's terrestrial BLE model, its official documentation says detections are probabilistic and depend on scanner density, signal strength, beaconing behavior, device configuration, scanning schedules, and the environment. A missing new detection does not by itself prove that an asset moved or a device failed.
Preserve the original event details. Screenshots can help a working team, but retain exportable records or platform references where permitted so the evidence can be reviewed later.
Run customer, yard, and transfer checks
Use a predetermined sequence appropriate to the asset. Confirm dispatch and order records. Contact the sending and receiving yards. Check whether a recent reconciliation found an identifier mismatch. Review customer-site notes, pickup changes, route information, gate or access records, and third-party custody handoffs when authorized.
Ask focused questions. “Have you seen container 1042?” is weaker than verifying the exact identifier, placement, time last observed, who moved it, and whether a similar asset could be confused with it. Record the person, time, answer, and follow-up commitment for each check.

Use clear escalation paths
Define escalation levels before an incident. Factors can include asset type and value, data freshness, unexpected movement, customer impact, custody status, time unresolved, and credible evidence of theft or safety risk. Name the internal decision-maker for each level and the authorized contacts for customers, vendors, insurers, law enforcement, or counsel where appropriate.
Do not automate external accusations from a location point. A detection may be stale, imprecise, misassigned, or generated under conditions users do not understand. Protect personal information and restrict incident details to people with a legitimate operational role.
Coordinate tracker and platform vendors
Prepare the information a vendor will need: device identifier, asset assignment, last accepted event, configuration, maintenance history, observed symptom, relevant timestamps and time zone, and the specific question being asked. Request clarification about device state, network evidence, or platform behavior without asking the vendor to make a custody conclusion it cannot support.

Document decisions and preserve a timeline
Maintain one timeline with observations, checks, decisions, owners, and next actions. Distinguish system-generated events from human reports. Note corrections without deleting the original entry. Restrict access based on the sensitivity of customer, employee, location, and incident information.
Documentation should support operations first. Retention, disclosure, insurance, law-enforcement, and legal requirements depend on context and should be addressed through the organization's approved policies and professional advisers.

- Verify the physical asset ID and time-bounded tracker assignment.
- Capture last observation, source, timestamp, and freshness.
- Check recent replacements, battery evidence, and maintenance exceptions.
- Confirm order, dispatch, customer, pickup, transfer, and yard records.
- Contact the right locations and record precise answers.
- Escalate according to preapproved risk and custody rules.
- Coordinate vendors with complete device and event information.
- Preserve a timeline and label uncertainty clearly.
- Review the incident after closure and assign process improvements.
Run a post-incident review
After recovery, resolution, or administrative closure, ask what delayed the response. Was the assignment wrong? Was the observation too stale for the decision? Did a yard transfer lack receipt confirmation? Were contact lists outdated? Did the team misunderstand technology limitations? Did the asset lack an agreed escalation owner?
